The "Sorry - your last action could not be completed" error occurs because Paypal requires the use 
of a browser "cookie" to complete this transaction.  An IE setting of Medium or higher on the Privacy 
options without special allowances can cause this situation to occur.  There are two alternatives to 
addressing this issue in IE version 7:

1) Allow specifically the site www.paypal.com to use cookies.  This can be done by opening IE; click 
the "tools" option on the toolbar; then click the "Internet Options" selection.  Under the Internet Options 
dialog click the "privacy" tab on the toolbar; click on "sites" (center of the page).  In the box labeled 
"Address of Website" enter: http://www.paypal.com and then click the "Allow" box on the right.  The 
paypal site should now appear in the managed websites list at the bottom noting the site as allowed.

2) Allow the full use or prompting for the use of cookies from all websites. This can be done by opening 
IE; click the "tools" option on the toolbar; then click the "Internet Options" selection.  Under the Internet 
Options dialog click the "privacy" tab on the toolbar; click on "advanced" (center of the page).  Next, check 
the box that says "Override Automatic Cookie Handling" and click the boxes to either "Accept" or "Prompt" 
the use of cookies for First-Party Cookies and setting Third-Party Cookies as desired.  Clicking "Accept" 
will allow the full unrestricted use of cookies from any site; selecting "Prompt" will cause a dialog box to 
open allow you to decide to accept or reject cookies from any site.
